This paper analyzes the dangerous factors and sites of Hualin Steels enterprises in Xiangtan based on system data principles and designing the management interface of safety in steel industry. It also develops the information data of safety and security at that company, namely establishes system model of safety and security of steel enterprises in order to work out Safety Management Information and Decision Support System (SMIDSS).This system focuses on the security management data of sub-plant in steel industry, developing the data of safety and management information which is indexed due to the insecure action of human, the insecurity of objects, and management deficiencies .Therefore, by learning from the history of safety data for corporate security management, it is to provide the convenience for security management in enterprises, and support forecasts in decision-making of securitized information. Through collecting the data of the casualties in steel enterprises, security management accounting registration, and registering dangerous source of statistics, accident information and other equipments, we make analysis and contrasts by means of line charts, bar charts, and pie tables. In doing so, therefore, we find the causes for accidents, the range time of frequent insecurity so that we can prevent similar incidents.The main purpose of developing this system is the establishment of a database system and improving the function of safety data information by mean of reprocessing, filtering in order to make it useful for the security of management information into the decision-making information security management system platform, which is not only the accumulation of information security data ,but also can be done on-line analysis in qualitative and quantitative ways for theoretical guidance to the security policy-makers.
