As video data is very large and broadcast delay requests strictly, adaptive video transmission becomes more and more important when the variety of newtwork and terminal equipment is growing quickly. In recent years, the adaptive video transmission schemes are still developing. There are not only new video coding formats, but also some network congestion control schemes. However, almost all these existed methods belong to rate control strategy or congestion control scheme, and have not utilized the content of video information.Based on the analysis of video structure, the network transmission rate is divided into seven levels in the Darwin Streaming Server. The video data is transmitted and controled by realtime transport protocols. The frame dropping adaptive scheme is carried out according to the packet loss percent, which is detected and smoothed on the server, and an approach is proposed to avoid the mosaic brought by P frame dropping. Through numerous experiments, the quantization value of motion intensity in Mpeg-7 and some testing video is obtained. Some complex relationships between motion intensity and video transmission are constructed, and these relationships can be used to direct the prior adaptive strategy.The experimental results indicate that the adaptive transmission based on motion intensity can not only avoid network congestion, but also improve the video quality, so the proposed scheme is effective. The next step is to add more descriptions to enrich the scheme and to choose some effective parameters to measure the video quality.
