In the worldwide surge of information and digitalization, multi-media technology and telecommunication technology have become the concerning focus in the computer industry. Streaming Media is known as a multimedia information transfer technology by the form of video and audio data streams through the network. However, due to the unpredictable Internet uncertainty, limited network bandwidth, the time delay and packet loss rate, the discontinuity, even intermission, will occur on the image monitor of the customer end. Meanwhile, the rapid network development and the application of the distributed streaming media put new requests on the network resource management, the control of error, flux and speed, and QoS, as well as multicast and group management.Combining with the application of streaming media and transfer constriction of TCP/UDP, the PE_UDP, the priority extended UDP, has been proposed. Beginning from the TCP/UDP, we further study on the characteristics of Internet flux and transfer of streaming media, and eventually establish a complete application set of PE-UDP on the basis of the transfer level of UDP, which efficiently solve the transfer problems, which may be caused by the error and unstable network, of video streaming media in the network complex.Based on the proposal with the network middleware programming technology, we design and realize PE_UDP stream media system. The system is built with the technology of priority; yes-again design, and validation and congestion control, which improves the QoS of stream media and the TCP compatibility. By testing the relative function index, PE_UDP stream media network system generally reaches a better stage.
