In recent years, people's demand on entertainment get higher and higher ,more and more people use broadband Internet service and the trend of the combination of tri-network becomes more and more clear. Some Internet video companies began to provide stream media service and succeeded.The concept IPTV was brought forward and get more and more attentions.The emergence of special IPTV eqquiment provider and service provider make rapid development of IPTV.However,with the repid development of IPTV,more and more problems appear.The two main problems are the heavy reconstruction work of current network and the limitation of concurrent users servered by edge media.server.However,with the application of P2P technology, P2P Internet TV can serve millions concurrent users with a comparative low requirements of server performance and bandwidth.Then the P2P IPTV was brought out.This paper first introduce the development background and status of IPTV and point out the disadvatages of modern IPTV, limited concurrent users it can server and more network reconstruction work it needs. It also studys the P2P technology,introduces the concept of P2P, compares P2P with C/S model and get the result that P2P do better in data transmission speed,data updating speed,data releasing,data interaction.The paper analyses modern IPTV system. To solve the two problems refers before, it suggest to rebuild the EMS with centralized P2P system. And both VOD and Live TV can use P2P technology to share media flow .And it will increase the number of concurrent users served by the EMS and reduce the reconstruction work of network.For the problem that Set Top Box have a low processing ability and video palying have a high requirement of data download speed and stabilization.This paper give an algorithm that only share media amont a small number of peers and the number of peers connected to each other is small.This algorithm has a high data download speed and a high stabilized quality. To reduce the influence of users random connecting in or out, it give a service quality assurance mechanism that use a kind of standby error tolerance and make the server interact with the peer in a rather short interval.To affirm the performance advantage of P2P IPTV,the paper gives the structure and detailed configuration of P2P IPTV system.And designs the test circumstance and test process.Then do the test as the given process and analyse the result.Proves that in low construction cost and little network reconstruction, P2P IPTV can have the same qualiy as modern IPTV system.And can serve more concurrent users than modern IPTV system.
