Civic journalism, with the characteristics that the ordinary people can participate in the news communication through the Internet, has been one of the hottest topics at home and abroad during these days. With the development of Internet technology, more and more people can release information and comment about the social and public contents by BBS and BLOG, which will have a great social impact.Based on qualitative research, starting from "civic/public journalism" emerging in U.S. in 1990s, the thesis analyzes the different expression on civic journalism firstly and defines the concept exactly. According to the recalling to the historical development of the domestic civic journalism, the author thinks that the background of the development of the civic journalism includes the domestic press reform, the proposed Pan-theory of communication, the rise of the civil society and so on. In the perspective of Communication, the thesis covers the changes of the mode of transmission from "Broadcast" to "Intercast", the psychological need of the Internet users when they participate in the communication, and the understanding of the public domain especially to the government. In the practice of civic journalism level, taking "The Most Awesome Nailhouse" for example, the thesis analyzes the reports for netizen's livecasts and discussions in the hottest forums. At the same time, the author researches into how to choose the topics to report and the interaction with the traditional media. Finally the thesis discusses the problems existed in the development of civic journalism and the reforms of the traditional media under the influence of the civic journalism in the future.
