Prior to 2000, the content design of Mathematics in Senior High School in China is always monotonic. The compulsory parts take the large proportions in the long term, but the elective ones receive less due attention, ever to the theory or the practice. "Curriculum Standards of Mathematics in Senior High School" issued in April, 2003 by Ministry of Education of the State clearly puts that Mathematics is composed of two parts, the compulsory and the elective. Particularly, the features, aims, positions and significance of elective courses are expounded, which fully reflects the fundamental, optional and developing characteristics of the contents of Mathematics under the guidance of New Curriculum Standards.The thesis centers upon one topic in the elective course Series 3-"Information Security and Cipher", and the current condition of offering this course and its reasons are analyzed. In the light of the HPM, the implementation strategy and the design of specific teaching contents are explored into the topic. It consists of four steps:Firstly, with the full understanding of the importance of information security in national security and social life, it is urgent to carry out the research of information security, and the significance of opening up "Information Security and Cipher" is proposed.Secondly, on the basis of the questionnaire of "Information Security and Cipher" responded by teacher and students in Senior High School which we invested, it reaches the conclusion: the course was not offered in schools which we invested, though most of teachers and students have the attempts. The relevant reasons are also analyzed.Thirdly, the implementation strategy of "Information Security and Cipher" in the light of HPM is explored. It is put forward mainly from two sides: one is the confirmation strategy of teaching contents, the other option strategy of teaching styles.Fourthly, the practice and reflection are inclusive. The general design of the topic, time schedule, and specific content of each class are provided. As for the design of the content and teaching process, questionnaire and advice from math teachers contribute to the reflection and adjustment. Finally, the outlook at the opening of "Information Security and Cipher" is put forward, and the major contributions and further research are pointed out.
