| Electronic Governmental Administration(EGA) is a significant method for Government to deal with administrative issues by information and communication technologies so as to realize centralization,standardization and high efficiency on administration flow. The basic target of implementing EGA is to realize the transformation from traditional to modern Government administration functions, and to establish clean-fingered, efficient new Government with high level services and decision making functions.First of all the paper analyzes the issues related to the etablishment of EGA system, and it puts forward corresponding countermeasures in view of these issues. Then, based on the description of EGA's connotation,operation style and relative technologies of EGA establishment, the paper ponits out that the unified frame is not only the EGA development tendency of municipal level, but also being required by EGA itself development. Therefor, on the basis of the basic concept and structure of IFW and according to the operation style of EGA system, the paper makes a classification study on domain-specified concepts and brings forward an unified frame used by EGA system and demostrated by pictures. Moreover, according to the EGA working style of Benxi Government, it has established EGA system frame in municipal level, which provides fundations for system design and implementation.Based on the analysis of the EGA system frame, the paper has discussed module design and realization process of patial founctions of the internal and external network of Benxi EGA system, and then, it gives some operation results under the system implementation.The practice results indicate that the municipal-level EGA framework based on IFW in the paper is practical and feasible. It can effectively solve the problem of network separation in EGA system construction in China, which can easily form such troubles as "the information isolated island", decentralized information, low share status and etc. According to the domain concept and the domain concept classification, the description of the EGA system construction's composition element can make sure the conceptual integrity and consistency, and it is the best way to build up unified EGA framework. |
