With its development, the Internet provides the new challenge for the traditional geographic information system to change the way in obtaining, delivering, publishing and sharing of spatial data etc. The needs for accurate geographic information publishing, retrieval, access and use have become very important issues in the field of Geographic Information Science.In this paper the theories of distributed WebGIS, spatial information services, metadata, Web Service and electronic government administration etc are explored in detail. Then, this paper focuses on the technologies of spatial information publishing, visualization expression, and metadata application etc. Finally, two case studies on spatial information service applied to the electronic government administration are presented. One is the design of the "3S(GIS, GPS, RS) application service platform in Fujian province", the other is the design of the "forestry information service platform in Fujian province", which is designed with Web Service technologies.The innovation of this paper goes as follows:1. A design principle on digital map-symbol-base faced network service application has been presented. The prototype of sharing map-symbol-base has been developed.2. The research overcomes the weakness of traditional GIS; and builds the functions for spatial analysis such as overlay and buffer; and that shows the Internet users the rich and colorful analysis result.3. System design overcomes the disadvantage in the separation between database and map services on current websites; and establishes the interaction between databases and map services in geocode application.4. The technology in map editing and noting on line can carry, not only the spatial data but also the user's idea.5. This paper introduces the concept of Web Services into the distributed spatial information service. It presents a case study applied to the distributed spatial information service in the electronic government administration.
