To benefit the project most integrally and avoid bad effects, a modern management system of operating and dispatching has to be built for the First-stage Project of Eastern Line of Water Diversion from South to North, which is a large scale water conveying project over watersheds. As an important part of the management system of operating and dispatching of the whole line, Communication system is the information connection link between all water conveying constructions and all levels of management system of operating and dispatching, and also is the key of carrying out the automation of management of operating and dispatching.Based on the existed communication system and the features of the Project, and considered the requirements of management of operating and dispatching, this article discussed the building mode of communication system and transmission mode of communication backbone network, and decided fiber optic communication to be the main communication transmission mode. It also discussed the technical system of fiber optical communication transmission of the SDH based MSTP and ATM, the industrial Ethernet based IP network, etc., and the network topology scheme, and made a suggestion of communication transmission backbone networking plan for the first stage of Project of Eastern Line of Water Diversion from South to North after separately studied the fiber cable route and the building plan of Shandong province and Jiangsu Province.Moreover, it listed important technical problems to be solved and other supporting measures for building up a communication transmission network, including the suggested measures and solution for total performance index of fiber optic communication system, calculation of optical replay link, network protection and recovery mode, communication network management system, power environmental monitor system, network clock system, dispatching exchange communication network, communication power supply, lightning protection, grounding, etc.. In the mean time, it suggested to build secondary access network with multi-mode of communication as a supplement of backbone, and give a concrete scheme for the secondary access networkA reliable, highly active and advanced broadband communication is designed to connect all pump stations and management departments of all levels, ensure communication unblocked, water dispatching commands known rapidly, important information transmitted reliably and timely in variety modes, and all kinds of requirements satisfied for data, voice and image information transmission.
