With the development of 3G, video service has been one of the essential needs. At the same time, with development of microprocessor technology and production process, video decoding on embedded system instead of DSP has been possible. Topic for research is video decoding on embedded systems. S3C2442 which speeds up to 300 MHZ and ARM architecture can meet the QCIF format decoding. Operation system is Windows CE, which facilitates the development of application and users. Combination of the two has some potential.This paper describes a specific development process, including hardware circuit selection, system design, hardware design of the circuit, PCB plate, the choice of embedded systems, file system analysis, boot code, transplantation for board support package, device driver development, the design of software decoding, and optimizing the decoding process. The main works are circuit design of S3C2442, PCB design, development of FLASH driver, the display and import of decoding software and optimizing the process. Finally we develop the Embedded System decoding base on H.264 baseline framework, in the S3C2442 300 MHZ and reach speeds of 20 FPS. Test sequence is mthr_dotr of QCIF. Also in this paper we gives the decoding image.
