In modern naval battle, the main threat to surface vessel is plane and missile. These anti-ship weapons' velocity is quick, the maneuvering performance is good, the range coverage is far, if want to win the victory of war, it request the director to be able to make the accurate judgment fast to the massive fast changing battlefield information, thus forms the prompt effective course of action. However, only depends on director's strength is unable to undertake thus heavy mission, therefore have to establish an effective campaign command decision-making system, enables them to display the biggest campaign capacity. Therefore, carries on the simulation to the ship-borne campaign command decision-making system appears especially important.This article first studies the aggregate decision process of naval vessel combat. Using the combat condition of naval vessel describes quantificationally combat process of naval vessel, taking experiences of the expert forms generation pattern rule by combat condition form, and stores them in the knowledge library as knowledge, establishes the forward reasoning mechanism expert system using C++ to carry on the decision-making simulation. Then launches the discussion by the naval vessel ground-to-air combat process, after described the enemy airplanes threat assessment model using the air fight situation index and the air fight ability index, first, establishes campaign level decision-making model of many airplanes coordination air fight using transportation question in optimization theory, namely goal assignment problem in formations. Then, studies the decision-making question of interior of enemy and ourselves formation, realizes the goal assignment and the fire distribution decision-making simulation process using the enumeration and the multi-objective optimization. Finally, taking various factors which affects the threat degree of antiship missile as the attribute value, establishes threat assessment model of antiship missile using analytic hierarchy process, and uses 0-1 integer programming to complete the decision-making process of ship-to-air missile interception antiship missile, namely assignment problem of naval vessel launch rack. Take the caught probability of naval vessel most to be small as the premise, establishes the mobile mathematical model of naval vessel eluding antiship missile to obtain the best elusion angle under different distance and the course margin correspondence, thus forms the sampled data, then carries on the decision-making simulation using the BP neural network.For high level architecture HLA can satisfy the simulation demand of the complex large-scale system, this article established ship-borne campaign command decision-making simulation system based on HLA, realized distributional direction decision-making process of naval vessel.
