High Level Architecture HLA is the new generic technical framework in the field of distributed interactive simulation, and the HLA research and application is the leading trend of distributed interactive simulation. HLA solves two key problems in simulation: simulation interoperability between applications and model reuse in different areas. In this paper, considering the characters and requirement on this simulation system of warship fleet, the technology about the simulation system of warship fleet based on HLA is studied.In this paper, principles of HLA and related technologies are analyzed and studied first, and then, using object-oriented Petri net theory, based on careful analysis about simulation system behavior characteristics of various objects and using top-down, bottom-up ideas, object-oriented Petri net model for every simulation entity in this system is established. Petri net model is more conducive to dynamic simulation, and is suitable for modeling a synchronous, concurrent, resource-sharing system. Then, as simulation replay is important in the combat simulation system, cross index based simulation replay technology is provided, using custom crossed list to organizing data, and replay algorithm is provided. Finally, based on comprehensive analysis system, the design of this system is introduced, including the federation plot design, the organizational structure of the federal system and the system work flow. And this system's FOM/SOM design is provided. In order to alleviate the burden of network, DR algorithm which is used in DIS system is applied in this system, and it's reduced the system's requirements for network bandwidth and capacity effectively.
