Based on the summarized later experience and the developing tendency of on-line environmental monitoring home and abroad, it is introduced that environmental quality monitoring combines with information technology including to data base, Geographic Information System and network communication, the design and implementation of Harbin environment quality on-line monitoring Geographic Information System.According to the analysis of the general design goal and assignment of the system, the data source, and integrating them with the characteristics of ARCGIS second development platform, this article divides the system into eight functional subsystems such as information search, online data, history data, over standard information, data statistics, analysis system, user management and system management and so on.The design of database is the important part for the development and implementation of the information system, and the database, which contains the words, figures is established. On this basis, the article takes Object-oriented technology and control technology as realizing ways, and use VS2003.net and ARCGIS to develop the Harbin environment quality management information system.The system has the characteristic of reasonable structure, adequate information, accurate data, comprehensive content and self-contained function and is advanced and open-ended, which makes it become an open aid decision making system that is visible and practical and achieves the success of establishing system. The successful system not only improves the efficiency and quality of Harbin's environment protection planning but also provides scientific and general decision-making management basis for the decision-makers and intendants of environment in the city of Harbin.
