Hydroelectric projects especially large-scale ones often make significant impact on the ecological environment, thus the environmental quality assessment is important to apply through out the whole life of the projects. And because of the global Environmental degradation, environmental assessment as a compellent national policy is applied to more and more large-scale projects. However, there is a very common problem to prevent us from accomplishing the whole task, which is information-sharing difficulty. Usually, assessment procedure always involves data of various aspects, which is ordinary collected by different departments and stored in their own information management systems without any communication with others, so the"information isolated islands"emerges. This phenomenon is very common in our country that results in huge resource waste as well as low working efficiency. Web service technology has been applied widely to solve information sharing especially interoperability. While in environmental assessment field, there is much geospatial information, which is widely processed by Geography Information System (GIS) technology, so how to combine GIS with web service technology to serve the assessment is the primary concern of this paper. To perform this work, this paper consists of the following three parts: First, study the characteristic of the two technologies mentioned before; Second, design application architecture for the assessment system; At last, an executable application is developed using Java technology to validate the design and applied to accomplish the comprehensive environmental quality assessment of Hanjiang river basin within Hubei province.
