With the development of communication technology, cell phones have even broader space for development. It is hoped that more outspread can be offered to mobile telephone by familiar Internet. Therefore, mobile telephone value-added services has been developing as a new vocation to satisfy this need, which provide us more services via E-commerce systems.In the past mobile value-added services, usually through the OTA (Over-the-Air Technology).This means is frequently limited by the restriction of the mobile telephone network such as slow speed, poor stability and so on, which limits the development of mobile telephone value-added services. This paper proposes a e-commerce system technology with C/S(Client/Server) structure by analyzing the features of mobile telephone value-added services carefully, referred to as Offline system. The e-commerce system technology with C/S structure this paper proposed can not only download the information by the means of the former B/S(Browser/Server) structure, but also install the Client in the client computer and download the information by data line. This means of downloading information take advantages of Internet including high speed and perfect stabilization to avoid the restriction of the former mobile telephone network. The offline system proposed in this paper improve existing J2EE according to actual needs and propose plat architecture based on JSP/Servlet technology, which encrypts files and transmits to the Client for mobile telephone by JAVA technology, meanwhile allows downloading information by OTA.Through actual operation of the test, this paper presents the Offline system can be stable operation, and to meet the preset goal, and than the original OTA download a better performance.
