With the broad application of Automatic Meter Reading System in residential area, the handheld meter reading device is developing fast as the mobile service terminal which improves the meter reading person's working efficiency. Since the intelligent handheld device having some specialties such as portability, mobility, intelligence and involving the technology of embedded system, embedded mobile database, mobile computing, the research and development of the handheld device with meter reading is a complicated and systemic project.By analyzing the advantage and disadvantage of main handheld meter reading device in the market, the handheld device with high performance and multiple meter reading modes such as RS232, Serial Infrared, Wireless RF is worked out finally. The application programm of Automatic Meter Reading System about water is implemented based on Windows CE embedded OS platform.Firstly, according to the functional requirement the thesis brings forward the total solution about handheld device, researches and designs the main hardware module and the extended module which implements the multiple meter reading modes. Secondly, it researches the architecture and customed stages for Windows CE OS, and the methods of porting and adding the serial driver. It designs the general meter reading serial class using the Object Oriented idea and multiple threads technology. And it describes the process of meter reading function based on the communication protocol by self-defined. Thirdly, it researches the systematic application architecture of SQL Server CE, and analyzes the common process of accessing local database engine efficiently by OLE DB interface. According to the specialty of data synchronization technology in SQL Server CE, it brings forward the optimized application strategy of data synchronization in mobile environment. The data synchronization issue for mobile device is solved.All the functions of handheld device accord with design requirements by field testing, and the device has broad market prospects with the specialty of high performance, low power consumption and multiple modes.
