With the rapid development of computer technology,wide use of computer in the management,multi-teaching method is imperative.It is required that in 21^st century;talents educated by higher education must accommodate market economy and social development, renew themselves of knowledge and have a certain degree of creativity.Network Video Education is an effective way of great stride of China education,e-learning has become an important part of the in higher education,and teaching platform software is the technology foundation of realization. Design and development of network-based video-on-demand system of instruction so that they give full play to the network of multi-media features and advantages of the technology and more effective support for creative students personalized learning programs to increase the level of the building and promoting quality teaching resources,sharing of technical education Research in the field of important issues.Many college students are not satisfied with studying of a single course or even a specialty. They would like to see more good quality curriculum which are given by excellent teachers. Education Department of Jilin Province launched an activity of "Universities class quality" selections in each individual independent college in 2007.There was one province-level course and four college-level courses obtained in our college.Colleges make video in the two newly-built micro classrooms.I combine my college class quality of the actual situation,after the actual demand,the development of Research and Design on Quality Class Video-on-Demand System of College of Humanities and Sciences of Northeast Normal University.Web system architecture to realize the system interface development using ASP.NET and MS SQL Server,the use of video compression MPEG-4 encoding,video collection,coding,transmission and use of DirectShow decoding technology.Related to quality teaching and on-demand system designed to study the contents of this paper can be summarized as follows:(1) Studied the quality of the class system-on-demand developments for the information society and the popularization of higher education trends,the introduction of the self-www-based learning system for teaching mode.Analysis of the on-demand streaming media systems research.(2) Research network streaming media technology,MPEG compression standard,H.264 video format and related technologies such as ASP.NET.In response to a relatively narrow bandwidth of the network,users need to wait until whole in line with the simple,user-friendly,flexible,practical,safety, quality teaching to complete the whole process of on-demand,the main function of the user, including landing,video-on-demand,software downloads,site search,forums,management background.In this paper,the design quality of the class system-on-demand to meet the college students in the free time after school courses for pre-selected video review,as well as download the software at the same time teachers and students can communicate through the forum, convenient and efficient solution to the problem.The main thesis describes the development background of this issue,to be completed by the function and development.Note the key focus of system design,design ideas,technical difficulties and
