| Software industry is restricted by resources,so that enterprises are forced to face the awkward Choices of the self-developed in-sourcing and out-sourcing by contract. Human resources are the main resources which are inputted in software development. Usually it is considered that the proportion of input in human resources is more than 60% in total investment in software enterprise. The paper shows that the main resources restriction in software development comes from the scarcity of human resources. The subject of the paper is how to avoid the restriction of human resources. The paper shows the virtual team of software development can solve such problem.How to apply the virtual team of software development? The paper shows an architecture of workflow collaborative network management system based on Google Sites to realize the software development of virtual team. This system uses mature software technology and tool. Using the tool of UML which is object oriented to doing requirement analysis and model design,web uses Apache's Tomcat 6.0.18,the software development tool uses open sources'IDE My Eclipse 5.5.1GA,database use Microsoft SQL Server 2005.Firstly the paper investigates the study situation and development trend of workflow collaborative network management system at home and abroad.
