Power market operational support system (OSS) plays an important part in the normal operation of power market, and it also ensures the implementation of the rules and principles (open, just, fair) of power market operation. It's believed that without a safe, efficient and reasonable mechanism power market OSS, the modern power market couldn't have been realized.In this paper, experiences of electric market in most countries around the world are presented firstly, and condition to set up an power market for a province is analyzed. According to the development of Ningxia electric power grid and electric market, electric market technique supporting system for Ningxia electric power is designed, in addition, critical techniques for the OOS is described and corresponding solutions are presented, which offer an reference to the construction of provincial power market OOS. Above all the main contributions of this paper are as follows:①Experiences of electric market in most countries around the world are presented, and comparisons of electric market model at home and abroad are presented. Relationship among all roles in the power market are discussed, characteristics and development model of provincial electricity market operation are also analyzed, which makes the base for further study.②Development of power market OOS are described, problems of current OOS are analyzed, based on which the frame of Ningxia power market OOS is designed. Designing cycle and process of the system are analyzed, and key technical problems and difficulties for the OOS are discussed.③Development and construction of Ningxia power market are described, according to the principle of a provincial power market, principles and technique requirements for Ningxia OOS are confirmed. Then, data stream for Ningxia OOS is put forwarded, based on a three-layers architecture the whole structure of the system is set up.According to systematic analysis method, global analysis for the system is made, including the data reporting, statement for the function of submodules. Solution to the access to eurychoric data is studied, and the use of middleware technologies is approved to be an effective way to access eurychoric data. Finally, considering the possible security threats maybe rise in the operation of OOS, security partition model and authentication strategy are adopted in the system.System presented in this paper has been applied in Ningxia, which indicates that it's an effective technique support system for power system.
