With the development of the power market reform, the trend of power deregulation and electricity price bidding is inevitable and they are also the important measure for the realization of power market. The research on electricity price bidding theory and the development of corresponding technology are in urgent need for the development of power market.According to the situation of power market reform and the development trend of generation-side electricity market, the paper presents a new bidding transaction scheme, which can be defined as the combination of 'capacity contract, efficiency displacement and real time power market'. The rules on the determination of the electrical quantity, price of capacity contract and efficiency displacement are dealt with in the paper, and the relative mathematic models are also discussed respectively. The real time transaction model is investigated in detail.Based on in-depth study of bidding strategy, the mathematical model of the optimal bidding strategy of power generation is presented. The method of MCP (market clearing price) forecast is employed and then the optimal bidding theory is obtained. The factors that influence MCP are also analyzed. Combination of the characteristics of power market of China, three electric bidding models are presented, in which the BP neural network algorithm, multi-linear regression algorithm, and exponential smoothing algorithm are adopted respectively.The electricity bidding system is introduced in detail, and the function principle of the Client, Supervision and Server is systematically discussed. Based on the characteristics of electricity bidding and the demands for encryption of information issue, the public key cryptography method RSA is adopted in the system, in which the integrated techniques of encoding, decoding, ID-checking and evidence saving is employed. The RSA arithmetic and the cryptography of the bidding document are also illuminated.Practical application shows the bidding transaction method presented in the paper is feasible. It also provides a feasible and definite scheme for electricity generation, power deregulation and electricity price bidding. The present research will bring the electrical power plants and companies great profits such as optimization of resource allocation, reduction of the generating cost, electricity price, and will promote the development of industry and agriculture rapidly.
