With the market development of power industry, power industry information is speeding up the pace to improve service quality and to open up the power market, Power Marketing is the key improving the economic efficiency and charging system is the key of the electricity recovery in Power Marketing and has a direct bearing on the interests of business. During the development of new power marketing system, this paper designed and realized the real-time power charging system. This paper discussed firstly the background and the problems of the real-time power charging system, then analyzed the system functional requirements and non-functional requirements, and then detailed the system requirements with case diagram and description.Secondly, on the requirement analysis, this paper designed the architecture of a real-time power charging system. According to the system design objectives and principles proposed, this paper designed separately the system network architecture and function architecture. In the detailed design of the system, this paper focused on the description of charging functions and provided the system static architecture and system dynamic architecture. In the system achievement and test, this paper simply introduced the system functions, provided the system the overall effect map and the realization of every parts, and focus on a detailed analysis of the algorithm. The system had a simple test on the important use case and described in this paper. Finally, this paper simply introduced the application of the real-time power charging system and provided some advisements to improve the system. To sum up, based on the business needs analysis, this paper designed and implemented the real-time power charging system with J2EE.
