With the development of university management, an increasing of administration shortcomings that mainly relying on the teacher in charge of a class or counselor have exposed. So the universities should work together with the parents to manage and help the students by a more effective way.With the popularization of mobile phones, it is possible that enable school to communicate closely with parents and to concern the growth of students by subscripting the recent situation of the students and inquiring the performance of the students.Now cell phones are gradually entering the 3G times from 2G. Much more application based on GPRS have came out. Making use of mobile phones based on j2me develop the parent information system software.This essay describes the technical characteristics of J2ME and J2EE.And it gives a detail description of the needed points in the process of development and application of the technology. It analyzes the framework model of the system design process in the application process and the Sinaean coding issues, it makes the function declaration to the system application. It makes a detailed analysis of the coding technical points of the system at the end of the article.Focused on solving the data in the database a lasting memory, because in the MDIP, has provided records management system RMS, Reocdror through the records retrieval. Using similar to "guide" ReocdrEnumeration interface to record information to enhance the efficiency of the query and data security.In addition, because the reasons for the Chinese system in the network can not be accurate transmission, and sometimes become garbled. As the Chinese character very large, it will be difficult to use ASCII codes resolved. JAVA language support UNICODE encoding, and this double-byte coding using the encoding can support the Chinese character, occupying too many resources. UTF-8 encoding provides a good solution. When the characters ASCII code is not the time to express it with double-byte, thus saving space.In general, the system used for the development of wireless technology, handheld devices and computer networks for data transmission has strong value and social value.
