With the rapid development of Internet, the applications of networkmultimedia have been spread up and become a popularization. However,traditional multimedia files should be downloaded entirely first so that it couldbe played. That makes conflict with the limitation of the network bandwidth. So the Stream Media, a technique providing playing with downloading multimediadata, comes into being. The technology of multicast in Stream Media has moreadvantages when it is applied for the application of direct living broadcastthrough IP network or IP television. It can make the media server sendcontinuous data to more than one customer client synchronously without any delay or broadcast storm. Therefore it can improve the availability of thenetwork system.This paper is based on the research of the basic theory of video streammedia, proposes the whole frame of the video stream media IP multicast scheme, seperately explains in detail the research, and design of themedia server, player and digital rights management system. Considering thecharacteristics of the Broad-Band network environment, the whole architectureof the solution supports the knowledge property right in our contry in the streammedia coding system and introduces the DRM system.In the part of the design and implementation of stream media server, thispaper stressly researches the multicast protocols, multicast rounting, streammedia schedule techniques, caches and congestion control. Furthermore, it completes the arithmetic design of the scheduling based on H.264 coding, the sending and receipt of the multicast data, the rate-based congestion control. In the part of the DRM, this paper especially focuses on the architecture of DRM and introduces it into the whole scheme, including content encryption, user authentication, license distribution and management.
