In recent years the large-scale construction of fiber optic cable to the rapid development of the national economy laid a good foundation. As the cable size and capacity of the scale is huge, the transmission distance is long, once the cable is bound to result in blocking the great danger. To this end, quality assurance of communication cable lines, fiber optic cable real-time process monitoring and solving problems before the fiber optic cable'broken down is an important task of safeguarding. Therefore, we must conduct real-time automatic optical cable monitoring.This paper studied communications cable in the automatic detection of the relevant literature both at home and abroad to put forward an optical cable automatic detection method on the basis of the proposed theory which regularly and automatically detecting the insulation resistance of the communication cable metal sheath.The article first briefly introduced the subject's background and significance, and domestic and international cable automatic monitoring system application's developmental situations. And then introduced the monitoring system on the realization of the fiber optic cable technology, working process and the necessary equipment, and proposed the cable monitoring Station system's overall framework and various technical indicators.Then proceed to the station hardware design exposition, which included a voltage converter module,working power modules,central processing module,front-end acquisition and processing module and AD converter module. In every part of the design of the hardware is an analysis of experimental simulation results. Through Capture CIS software for hardware simulation results to improve and perfect the hardware further. After carrying out a series of experiments verified each module's working performance, given the the operating results of respective parts and confirmed all the module was working well as designed and can measure the insulation resistance of the cable sheath.
