The Design And Implementation Of Network Applying And Scheduling Subsystem In The Electronic Operation Management System Of Fixed Telephone Networks

The domestic telecommunications enterprises are facing fierce competitions in the market. With the growing homogenization of products, how to improve operational efficiency, lower the costs of operation and maintenance and improve service quality, have become major factors on enhancing the competitive capability of telecommunications enterprises. How to make the opening process of services for customers faster and how to make the quality of services for customers more effective are both urgent issues for every telecommunications enterprises to handle.To solve these problems, it is necessary to establish an effective service flow support system. Therefore, the Electronic Operation Management System comes into being. It is from the telecom operators'operation mode and operation features, which is an electronic and flow application system designed specially for operators'operation and management work. It will assist the operators to improve the quality of operation and management as well as advance services and core competitive capability. Different from mobile operators, business services of fixed telephone networks (FTNS) operators are more basic, more comprehensive and more complex. Therefore, the business process of applying and scheduling network operations and network resources are distinctive to the FTNS operators. As FTNS operators own large staff, huge institutions and finite resources, there is need to implement network applying and scheduling subsystem in the EOMS in order to simplify scheduling links and cut down the opening time, which can make the process of applying and scheduling run in an orderly manner.This paper describes the technology of Struts framework, data persistence and work flow technology. Firstly it designs the process support system which is the basis of the network applying and scheduling subsystem. Then it analyses four key points in the business process, and designs business process through the process designer which lies on workflow technology. According to the FTNS operators'requirements of the business process of applying and scheduling network operations and network resources, it achieves a series of service functions represented in a service document such as statistics, the executants' configuration and the reclaim spanning the ranks. Finally, it validates the application effect by functional testing. Currently, this subsystem has been used on line in EOMS of Zhejiang Company of China Net, Fujian Company of China Telecom and other FTNS operators. This subsystem has standardized operating procedures, improved work efficiency and facilitated the service management.
