Design And Realization Of CPPCC Proposal Informatization Management System

At present, the CPPCC proposal handling work at various levels is featured increasingly systematic and standardized. In the mean time, the rapid development of information technology and the improvement of urban network infrastructure has made it possible for CPPCC at various levels to implement informatization in proposal work. After the CPPCC proposal informatization management system going into operation, the traditional CPPCC proposal work could gradually adopts new operation mode such as acceptance, deliverance, reply and feedback on the internet, which can not only solve the problem of arduousness and long period of handling during the CPPCC conference period, and also relieved the inconvenience of CPPCC members in everyday life. In addition, it can also realize the scientific classification, rapid searching and inquiring as well as the network management of proposal data and thus simplifies many mid-links, optimizes working process, greatly enhances the functions of CPPCC in political consultation, democratic supervision and taking part in the discussion and the handling of state affairs and improve the work efficiency and service quality of CPPCC at various levels. It can also facilitate the proposal maker and handler to promote the development of making government affairs public and e-government.This thesis proceeds from the requirements of the CPPCC proposal informatization, the current situation and characteristics of county-level CPPCC and eliminated some repetitive and redundant links and incorporated and optimized some operation links and redesigned a clear working process and made processing roles enabling files, information and task on the move on the basis of the studies on the original CPPCC handling process. With the help of process module tools, it has established a proposal handling process model with proposal deliverance, handling, result feedback and reply as the major task nodes. It has defined the interface of proposal handling workflow, set up a flow executing engine and complete the selection and distribution of various tasks, resources and organizations in the proposal handling process and thus realized the coordinated work of proposal submitter, handling unit and handling staff. The CPPCC proposal informatizaiton management system makes it major content of system platform development the functions such as proposal classification, handling analysis and statistics. The realization of the above-mentioned functions relieves the proposal managing staff from arduous routine work and enhances their efficiency. The real-time searching of various analyses and statistics provides a scientific basis for decision making of various leaders and departments.The design of the system sticks to the guiding principles of modern software engineering and adopts the UML to make system analysis and design. With Windows Server 2003 R2 as its platform, it uses VS.Net to make system development. At present, the Proposal Informatized Management System of CPPCC Linqu Committee has been put into operation. The testing results indicate that the system has well satisfied the need of county-level CPPCC proposal work and basically reached its set goal for county-level CPPCC informatization.
