Nowadays, with the increasing of world population, environment pollution, land consuming and the advancement of marine observation technology, ocean is becoming much more important. Because of ocean has an important economic value and strategic significance, the development and use of ocean has become a general consensus. ocean researching, ocean resource exploiting and ocean environment protecting and administrating are all based on the ocean environment monitoring. The development of ocean monitoring technology is of great significance to the ability of ocean resource exploiting, the development of ocean economy and the capability of the marine environment monitoring. So it is keen to develop ocean environment monitoring technology.The paper tracks the hotspots of present research on wave and current information extracting technology. The paper proposes to research and develop XWCMS for the first time on the basis of the existing research results of x-band radar signal acquisition and x-band radar wave and current information extracting technology. And also represents the research and implementation of XWCMS with the"shore-based x-band radar wave and current information extracting technology"project.The paper combines the research of XWCMS with the specific hardware and software conditions. The research of XWCMS are from three different facet which are XWCMS architecture design, x-band radar system architecture design, x-band radar image sequence wave and current information extracting algorithm and it's programming. Firstly, the paper proposes a system architecture based on Gigabit Ethernet to satisfy the huge information getting and transferring according to x-band radar feature and system needing. Secondly, introduces x-band radar system architecture design. Thirdly, representes the basic theory of x-band radar image sequence wave and current information extracting algorithm and then summarizes it's implementation steps. Then introduces the mechanics and inner structure of the WinPcap and lists out the main function of it. Finally introduces the architecture of x-band radar wave and current information extracting software and it's programing based on WinPcap under the development environment of VC++6.0.The core content of the paper is the design and programing of the software. The paper realizes real-time and none packet lose transmission of x-band radar echo data with WinPcap under Gigabit Ethernet. The paper realizes x-band radar image sequence wave and current information extracting algorithm which based on three-dimensional Fourier transform and finally realizes the visualization of the ocean state information.
