In 21st century, with the far-ranging use of IT in many fields and development of information industry, library comes into a new period, confronted with new opportunities and challenges. Library collections and library buildings are not the core competition between libraries any more. Library human resource becomes the most valuable CSF. Lenin said that "librarian is the soul of library.'' But in China, librarian has low occupational prestige, lacks basic accomplishment and sense of belonging and honor, and has low incoming and working enthusiasm, so brain drain becomes a common phenomenon. All the above directly impact the structure of the librarian ranks, work enthusiasm and work efficiency of librarian. The managers of library have to finger out how to resolve these problems. The existing incentive methods can't fix the librarian's needs, and these problems are still unresolved. So executing individualized incentive based on librarian's needs becomes urgent demand of library.This paper aims at the issues in the practice of library incentive mechanism, puts forward library individualized incentive mechanism based on librarian's needs.This paper includes five parts:Chapter 1 introduces the background, research meaning, current research status at home and abroad, research goals, research content, research method, and the innovate of this paper.Chapter 2 expounds the concepts of need, incentive, individualized incentive and library individualized incentive.Chapter 3 analyzes librarians' needs of different sex, age, education, section, job category and professional title by statisticsing librarian's needs questionnaire.Chapter 4 proposes individualized incentive methods to librarians of different sex, age, education, section, job category and professional title.Chapter 5 summarizes the main contents of this paper, and points out some problems to research further.
