Visual FoxPro (it is abbreviated to VFP in the following chapters)is more popular in our country, Many universities and colleges regard it as import teaching content of the second level which is belongs to the three levels in the computer elementary education and set the VFP course in the non-computer specialties. At the same time, VFP is one part of the content in the computer level examination. To set the VFP course in the Universities is based the social needs. The mode social needs the person with ability of innovation and to study program could improves students'ability of innovation. However, because of the program course character and many other man-caused factors, we find that the teaching mode of the VFP program is still old and followed the traditional teaching mode in many universities and colleges, which only emphasized the teaching of the teachers to organize the teaching course and lack of the detailed and systematic instructional design process. The instructional design theory which is centered as teaching emphases teaching mainly. The advantage of it is that it helps teachers to organize, manage and control the process of teaching activities and perform the guiding function; The disadvantage of it is ignored the students'initiative and students can hardly play the main role of cognitive body, at the same time, students are placed in a passive position in the teaching process. The instructional design theory services to the traditional teaching mode.Accordingly, the teaching way for program course is undergoing a fundamental change and developing and improving students "learning" as the center of the education system, which to reduce the gap with the advanced countries gradually. This paper tried to analysis variety of teaching theories, especially on the teaching modes and instructional design theories which are centered as "teaching" and "learning" respectively and further explained the learning theory and instructional design theory of the teaching-and-learning centered mode. At the same time, it studies the teaching environment under the teaching-and-learning centered teaching mode. It concluded the teaching-and-learning centered teaching mode for VFP program course and studied the common principles, content, ways and appraising principles, content and ways. Finally, it proposed a complete, systematic flow of teaching-and-learning centered instructional design and applied it into practice.
