Compared with other equipments, vehicles have extensive usage and play great roles in transport during peace times. As a result, management of vehicles comes to an important content during peace ages in the troops equipment management and also becomes kind of research subject with difficulty to some extent.This research subject deals with vehicles archives management, drivers archives management, vehicles maintenance costs and fuel costs management, vehicles usage management, traffic accident management, and so on. This paper takes a research on how to make a reasonable distributed use to exert to the uttermost with respect to troops vehicles. So this system not only implements a fitting management to the vehicles usage but also does tracing records of how to make use of the vehicles, which provides good resolutions to the following problems, such as how to supervise people's behavior, how to clarify the usage of costs of vehicles, and so on.On the basis of whole investigation into the characteristics of operation flow of troops vehicles management, this paper has combined the actual needs of troops vehicles management and applied the advanced computer network and database techniques and taken advantage of theories and approaches of system engineering and software engineering, by that means, it has deigned operation flow, function model and database system for the information system of vehicles management and also made a deep research on the coding and security architecture of system. As a result, it has successfully created vehicles management system for troops. The core of this paper includes the following issues:(1) Due to the impact of information on the traditional handicraft industry, this paper designs the operation flow of system after fully investigating actualities and characteristics of troops vehicles management operation, after that, it also sets up the overall work flow of the system and realizes the automatization of process for vehicles application, examine and approve, dispatch and maintenance.(2) Considering reliability, generality, and applicability of the system, this paper establishes information coding and security architecture for the information system of the vehicles management. It puts forward systematic and scientific development policies and takes a deep research on automatic forecasting of maintenance for the system in order to provide technical service for the successful system development.
