Along with the vigorous development of the expressway construction in Shandong Province, needs of various corresponding business have also increased. In order to take full advantage of the expressway, such as fast, safe and comfortable, the build of a unified information management system for the high way which consists of fees, monitors communications is needed. Using of modern communication network technology, multimedia technology and intelligent control technology, the information management system can be achieved, which is standardized, network-based, efficient and intelligent.Highway information system consists of three business systems which included charges, control and communications. The charging systems lead Shandong province expressway into a network, unification of fees, and accounting reasonably in accordance with sections of roads. The automatic toll collection minimize workload of charges staff to the greatest degree; The monitoring system's task is to monitor the main highway trunk, the road network, interchange, runnels and other key sections of highways, to master highway traffic conditions, to detect road traffic congestion and illegal vehicles timely, to give a timely guidance, and to adjust the traffic conditions timely in order to guarantee the highway's safety, smooth and unimpeded; The communication system is the transmission and network basis for charging system and monitoring system, an important part of the three major highway information system, and the basic services platform of province transport system's private communication network. It is necessary to meet the requirements of highway management and operations, and also to provide services for traffic private network. Communication systems include access network, synchronous optical transmission systems (SDH), program-controlled switching system, transmission clock, UPS power supply and so on. The three major traditional systems, which included fees, monitoring and communications systems, are independent of each other, they can not realize mutual exchange of information, are not available to provide system data for management and will not provide information services for the public. With the development of information technology and the rise requirements of highway management, a simple model which combines communication system, toll system and monitoring system together has been unable to adapt to the needs of future development, construction and operation management. The highway needs a "comprehensive intelligent control system" which is able to break the closed state of various traditional subsystems and lead to a closer integration. In the communication system, integrated services access network can realize various information, such as voice, data, images, and so on. It can directly face various application layer of high way business and it is also an indispensable basic conditions of high way information system. It can realize a stronger policy control and information service from a comprehensive utilization of various kinds of information.This is a practical application paper. In this paper, we analyzed the highway communications network structure. Using the construction of highway communication system which from Heze, Shangdong Province to Guanzhuang (He-Guan) as an example, we analyzed the Shandong Provincial expressway communications system status and business demand for the development of communications systems access network. Through the study of HONET access network technology from Huawei, Shenzhen Company, we researched the topology which is the consistence of the access network system and chose the equipment's type of access network in He-Guan highway. We also introduced the equipment components of HONET FA16 and optimized the configuration of data which control the terminal. Through the build of communication access network, the highway information system can be improved to be effective and safe, lead the management work to a new level and achieve modernization, efficient, standardized of management, and make full use of information system in Highway Operation Management in order to comply with the direction of development of modern intelligent transportation. The unified leadership and management of Group Corporation to underlying company can be effectively strengthened to create a more economical and social benefits. It has great significance to realize a scientific and standardized management in highway Shandong Group.
