Chinese electric power industry which changed from planned economy to market economy will establish the perfect and national electric power market gradually. So it is necessary to build a suit of credible information announcing system, which can enhance the contact between end users, dynamically show the condition that electric power system circulate and supply all kinds of information query of electric power market. For this kind of requirement, we should build information announcing system based on Intranet technology.Along with the technical and extensive application in Internet/ Intranet, the Web views the way to have been familiar with for more and more customers. In developments of the business enterprise information system, Internet/ the Intranet method design realizes to have become the most viable solution. All kinds of information could be announced and shared expediently in viewing by Web. In the MIS net of electric power system, the real-time information of electric net is a kind of absolutely necessarily important information, the real-time surveillance software that iESLab developed by The applied the technique of Web announces by Web the real-time information of the charged barbed wire net. The customers only pass the browser of Web and then can look into the current charged barbed wire net the real-time the information. It alleviated the maintenance work that customer carry, at the same time made this part of information more and more useful.Adjust degree automatization information announcing system is substitute for current WEB announcing function of EMS system. The current function provided by EMS system is relatively simple, which can't satisfy the need of the customer completely. At the same time, current application have not been able to satisfy the request of the safe aspect of adjust degree automatization information announcing system.Based on the detailed analyses for the project background and the status quo home and abroad, this paper presents the major issue that must be solved and presents the whole system descriptions. Further more, it gives the detailed requirement analyses and system architecture. To illustrate, some topical samples are used to show how system modules are designed and implemented. At the end of the paper, it describes the detailed design for the most difficult and important module, Data Exchange Module, to show the analyses and design method.This thesis completed the EMS system graphics files to the graphics publishing system in graphics conversion and graphic description of the related data, as well as dynamic graphics View layer refresh script analysis and design. At the same time, has also completed the graphics publishing system in the core part of the graphics data server analysis and design. Completed the major work:Firstly, the completion of the EMS system's graphics files to the graphics system of svg released documents, xml documents and html document design.Secondly, the design and implementation of the typical graphic elements in the EMS system to the graphics Publishing System is completed.Thirdly, the design and implementation of the core modules - DataServer module in the graphics publishing system is completed.Fourthly, the design and implementation of script using a browser refresh graphical interface is completed.In this paper, in the EMS system graphics publishing system has been designed and realized. After the completion of the actual operation, the design needs the desired purpose. However, the performance needs optimization. In actual operation, graphics Publishing System graphical interface has the effect of users in the affirmative. Graphical interface system developed to enhance the EMS system business competitiveness. After using this system, on the one hand, it improved reliability of business; on the other hand, it increased efficiency of users' work.
