Underground pipe network is an important foundation facility of a city. It's the material basis of a city for survival and development. the underground pipe network information management system based on GIS is difficult to conduct comprehensive 3D analysis and inquiries. Based on the analysis of geographic information systems and virtual reality (VR) technology development, based on the idea of VRGIS, this paper researches the design and software development technology of the three-dimensional underground pipe network roaming system. And it discusses the possibility of applying a virtual reality scene in GIS.Based on the Tianjin Institute of Urban Construction underground pipe network 3D model, this paper analysis and design the underground pipe network roaming prototype system using UML. Under the development platform of VEGA and MFC, the underground pipe network roaming prototype system has been gained using object-oriented technology. It includes a virtual scene roaming control system with mouse and keyboard. It has the function of spatial analysis and information query from graphics to attribute data or from attribute data to graphics. It stores and shares attribute data of networks using object-relational database management. At last, this paper discusses the problems and improvable vision.
