Nowadays, our country faces serious challenge that the shortage of many important resources is becoming severe and per capita consumption of natural resources is much lower than the world's average level. Meanwhile, the consumption is still significantly increasing due to following the extensive development model characterized by pursuiting growth rate and consuming lots of resources. This causes that not only non-renewable but renewable resources are decreasing tremendously.As the organic combination of GIS and Internet, WebGIS provided a good platform for spacial data and its attributes of the publishing, sharing, query and analysis. It is an important component of Digital Earth, and has the broad application prospects. Currently WebGIS is used in the following areas: management of oil and gas, land and cadastral, water resources, environmental inspection, rational utilization of resources, track of pollution and disease, etc. But not much work is done over grassland monitoring. According to the above mentioned situation, we devlope Sichuang Grassland Information Net based on ArcIMS technology for national resources protection and construction.By studing current grassland background, combining the technology of J2EE, JSP, JDBC, MVC, ArcIMS and MS SQL Database, we focus on the studies in the following aspects:1. Analyzing the status of the resources and existing problems, and discussing the application of GIS in the areas of resource management. Studying WebGIS of system construction, implementation technology and other related knowledge. By analyzing and comparing some main platforms of WebGIS at home and abroad, ArcIMS was used as map server;2. Determining the technology to complete the construction of Sichuan Grassland Information Net and raising the whole designing proposal of the system according to the characteristics of the Sichuan Grassland Information Net and practical requirements; 3. The proposal on managing the database of this system and the reasonable structure of the database are analyzed and put forward. JDBC and ArcIMS are used to connect databases and organize data;4. Based on the above ideas and means, in order to set up Sichuan Grassland Information Net, ArcIMS is used as map server, and JSP technology is ultilized. As a result, the following function becomes practical: To display operating results on the web in the form of invoices, maps, reports, which would help the government to set up a modern management platform for grassland protection and construction. Government departments are authorized to login the system, monitoring the general information about national grassland protection and construction, scope of different projects, development of works, and the comparative analysis between the former and latter projects. By analysising the spacial data, the decision maker can be supported to monitor and deal with emergent events.
