With the fast development of network technology and application ,it only offers single data transmission originally, but it becomes an entity which can offer many services like audio,vedio and data service. Because of the increase of audio and vedio service, data based on UDP increase very quickly, but UDP doesn't offer any policy about congestion control, when it encounters with TCP data stream at the same link which has the function of congestion control, with the increase of UDP data stream, congestion often happens in the link. When the congestion happens, because the TCP has the function of congestion control, when it checks the congestion, it will start congestion control mechanism, and reduce transmission speed gradually, so the resource of the TCP data stream will be replaced by UDP data stream, until the resource of TCP data stream will be nothing, it brings serious unfairness. How to allot and manage network resource rationally according to the fairness principle, to avoid congestion and congestion collapse and improve the network using ratio and make the network gain the biggest benefit become much more important. this paper via lots of simulation finds the ultimate reason of congestion, and brings forward according solution, the simulations shows that it can greatly reduce the possibility of congestion and improve network fairness principle. At the same time, a new video transmission scheme is brought forward, it not only resolves network congestion, but also guarantees the quality of service of the video transmission.
