Owing to the fast development of the business supporting system and information management system, and fierce competition in communication industry as well, communication operators are now making higher and higher demands on the business supporting system. But there exists such problems as long developing period, poor adaptability and unsatisfactory expansibility in supporting system of software business.Therefore, communication operators have to invest a lot in upgrading or changing the vision of business supporting system, but frequent upgrades or changes affect the accuracy and integrity of customer information. So does billing system, which belongs to business supporting system. Some methods can be applied to enhance adaptability and expansibility of system, and prolong using period of this system, so to alleviate the pressure of the communication operators. The billing assistance system, a new application software system, based on the original one, is set up to overcome functional defects of the original, improve its supporting capacity and lower its poor adaptability.The essay begins with the need to improve the system, describes the aim and target of developing it then summarizes the system. Using the tool of POWER BUILDER 6.5 and taking spiral development model, the billing assistance system adopts the C/S system structure, with IBM AIX as its service platform and ORACLE8i as its service database. By developing models such as, pre-deposit business, service query, preferential setting, counting analysis, billing assistance, supporting capacity of the original system have been greatly enhanced in pre-deposit business, service query, personalized and complex set, personalized practical report, billing checking and statistical counting, through which the supporting capability as a whole and adaptability to new business have been improved. At present, this billing assistance system has been brought into use formally in YUXI China Telecom.
