With the continuously increase of the broadband customer , network transmission technology and the Fluid multi-media technology being mature, the maximized utilization of the existing IP network,and the development of broadband value-added services, especially IPTV service,has become an important strategy to traditional telecom operators for raising revenue. As a brand-new business form, IPTV brought a new opportunity, will push traditional fixed network operators' to provide speech, video and data business, make them in the vehemence of the market competition,and placed in an advantage position.Currently, Beijing CNC has already had 3,000,000 broadband customer and perfected IP network, but the business appeared to increase quantity not to increase to accept of situation. This paper analyze the present condition of Beijing IP network, carry on a programming to the IPTV business, design the construction mode of the service operation platform, analyze and inquiry into how to reform Beijing IP network for loading IPTV service, preparaed for IPTV ages , constuct a IPTV service system for Beijing CNC.IPTV service system includes the service operation platform, content operation platform, business network and carrying network. Through the entire network multicast deployment, MAN in Beijing CNC creates the new SDP centre and SDP edge node for the distribution of medium business , creates SR for gathering IPTV business , achieve QoS guarantee of IPTV business.
