Along with the development of the society, telecommunication technology change quickly. New technology and operation emerge in endlessly, the development of communication goes to high-frequency, big-capability, high-speed direction. Digital technology is widely used, wireless spread-spectrum technology, wireless access system, the public data communications, mobile satellite communications, and many other business developed rapidly. Electromagnetic environment become more and more complicated, EMI also get worse. Just like the natural environment is polluted by human, electromagnetic environment is polluted to varying degrees. Electromagnetic environmental monitor is to monitor from low frequency to high-frequency, low frequency means the standards of electromagnetic radiation should be contented to human health, high-frequency means the equipment, electronic systems that may be generated electric or electromagnetic field radiation hazards. According to the complexity and harmful of EME, electromagnetic environment monitor become more and more important while using electrical equipment.Nowadays, under the development of electricity and communication technology, database of EMC as a information support platform become more and more important. It can provide essentially consultation and decision-making information. EMC data management system used distributed simulation (DIS) technology. It not only have the data management function of other platforms, but also transmit data information via LAN and WAN. It can via HLA to share information of EMC database on different platform. EMC database can be the main body, it can provide platform for every kind of EMC data management in modern times.Distributed simulation (DIS) use coherence structure, standard and arithmetic. Different type simulations that scattered in different geographical location will be interconnected and interoperated with real-world through interconnected network. Then building a sort of combined environment that human can participant, and it has time-space consistency, interoperation and retractility. DIS can support mixed-simulation of three kind of entity: dummy entity, structure entity and real entity. And high level architecture (HLA) is the latest development of DIS. Building EMC simulation system framework base on HLA, including run-time support system (RTI), simulation management system structure, empolder several member model, conversion of mature EMC forecasting model. So we can research the interference among equipment, sub-system operation model and terminal operation. Using EMC simulation system framework base on HLA to carry out electromagnetic environment monitor.
