With the development of the Internet, the number of Web service increases rapidly. It is a heavy task to select a needed service from numerous services. When selecting a service, people not only pay an attention to the function but also the non-function factors, such as QoS (Quality of Service). Meanwhile, the ontology technology that is used to describe QoS information enhances the capability of QoS description. Hence, how to make use of the semantic information of QoS during service selection has already been the focus of current researches. In this background, the paper studies the QoS ontology-based service selection in-depth.The paper studies the semantic and numerical characteristics of QoS information, and presents a semantic QoS model—OWL-QoS ontology. This ontology provides three metrics which are single type, fuzzy single type and interval type, and supports two kinds of metric value which are linguistic value and numerical value. On the analysis of the differences and similarities between general semantic matching and QoS matching, the paper proposes a QoS comprehensive similarity degree model, which is used to define the approximate degree of QoS attributes and is the effective solution to the matching problem between heterogeneous QoS attributes.Generally, traditional service selection algorithms make use of the semantic information of QoS deficiently. To solve this problem, the paper presents a QoS Ontology-based service selection algorithm and does the simulation. The simulation proves that the algorithm can ensure the quality of the selection results, and customize the needs of the service requesters, and the process heterogeneous QoS information.
