In recent years, Distance Education in China has got flourishing. In order to adapt to the needs of Modern Distance Education service development, and render one-stop services for the extensive teachers and students, Central Radio and TV University (CRTVU) and Open Distance Education Center has incorporated the Call Center System construction into the one of the major supporting technologies of the Modern Distance Education Platform to improve the integrated service capabilities and competitive power.The hardware selections of the Call Center in Central Radio and TV University (CRTVU) and Open Distant Education Center are all on the 3COM NBX platform. As the discordance of the existing third party Call Center System Service software version, the instability of performance and the limitation of capacity, all of these have brought inconvenience and risk to the Business Integration,Maintenance Diagnostic and Multiplication system of the Call Center respective system of University (Central Radio and TV University (CRTVU)) and Enterprise (Open Distance Education Center).To begin with, this paper discussed the total design on the system software, it has decomposed each subsystems and functional blocks step by step on the basis of the Object-Oriented Method. This paper has completed:1,The programming of the Call Center system software architecture based on the NBX platform construction;2,A Call Center System which is frame and executable.By means of autonomous designing the Call Center System Software and interface, we can bring the complexity of the (EAI) Application Integration,can expand business easily,reduce project cost,bring the project risk down. Consequently, we can advance and commit the IT strategic planning of the University and Enterprise.
