As developed for many years, the BOSS (Business Operation Supporting System) has been able to provide quasi real-time charging function based on CDR (Call Data Record). But the charging manner based on CDR brings an arrearage risk to telecommunication operators, so it is necessary for them to control this risk. The Arrearage Risk Control System, which can provide real-time charging function on users being monitored is prompted to solve this question.Arrearage Risk Control System combines credit control function of the BOSS with call control function of Mobile Intelligent Network together and it needs the support of SCP (Service Control Point). Service Control Interface based on SCP can provide the necessary support.A Service Control Interface based on SCP on the background of arrearage risk control is designed and implemented in this thesis, which is organized as follows: In the first chapter, the concept, feature and architecture of Mobile Intelligent Network is introduced, together with arrearage risk control including its background, concept and system organization, the definition of some relational Diameter protocols in arrearage risk control, including Diameter base protocol and DiameterCC (Diameter Credit Control) application protocol, is proposed; The requirements and design goals of Service Control Interface are analyzed in the second chapter; In the third chapter, Service Control Interface is designed overall, including the system architecture and the software architecture, along which the interface is separated into 3 subsystems: Diameter Logical Process Subsystem, Diameter Message Relay Subsystem, and Diameter Message Analysis Subsystem; The design and implementation of Service Control Interface is addressed in detail in the fourth chapter. The structure of processes in Diameter Relay Agent as well as the concept of COPART-MACO (Component Package of Real-Time Application Process Management and Communication) is introduced first, followed by the design of the DiameterFep process, the key process of Diameter Relay Agent. The DiameterFep process is divided into 3 layers: Data Link Layer, Network Layer and Application Layer according to the layered architecture, and key classes of each layer as well as the process of message processing is designed and implemented in this chapter. Then some functional improvements on Manager and SCF (Service Control Function) process of SCP are made to make sure SCP can provide Service Control Interface with the nessesary function support. And after that the implementation of message coding and decoding based on Diameter protocol is given. It is developed on the basis of an open source library: Open Diameter. A new service process based on arrearage risk control is designed at last, which can provide real-time charging function effectively; The results of function test and performance test for Service Control Interface is analyzed in Chapter 5; In the last chapter, there is a summarization of progress, experiences and shortages of the work. And also a list of the follow-up work is given.
