It is impossible that the settled or the mobile net cover with the whole country,and the weather data needs real-time transfer anywhere. So,it is the best way to transfer the data through satellite.First,we discuss the base of the transmission—multi-broadcast.Making use of the multi-broadcast to design the data transmission system through analyzing the requiremend of the weather bureau. And, the system includes two parts,one is sending part and the other is incepting part. The sending part sends the data to the incepting part by the satellitic link. The incepting part reassembles the data bags to resume the original data, and displays the data on the screen. Because the satelliti client is very expensive,it is impossible to deploy many clients to test the system before the system running. So, being use of the emluator to check the correctness of the system and some data to check the actual transmission. Being use of some client to check the capability, efficiency, and stability of the system. In the test,it is to the best of it's abilities to test all of the system by the test tools,test entironment and test case.Because the limit of the multi-broadcast protocol and the unilateralism transmission of the satellitic link, the system can not use the bi-directional protocal to transfer the data. It leads that the dependability can not be improved by the protocal self. How to strengthen the dependability of the data transmission is the work for the future.
