As one of China's television medium, City TV is much smaller than CCTV and the provincial TV in the aspect of the coverage scope and the capability of absorbing advertisement. However, under China's current communication pattern, City TV has a unique environment for the development, and continue to issue its own voice by virtue of geographical advantages, becoming an important force to be reckoned with in China's TV industry. The economic and social reforms, popular culture into the dominant culture, in this era all sectors are for entertainment, the audiences'growing demands for happiness have also stimulated City TV, sparing no efforts, to give full performance of this kind of spirit,.The self-made programs are essential to City TV, which are filled with the spirit of entertainment. Through analyzing numerous city TV channels and programs, the thesis found out that such three self-made programs as news of people's livelihoods,dialect programs and columns dramas have been taking the leading role, which has specific reasons. On the one hand, such programs are of relatively low costs, making up for the city's financial shortage; On the other hand, this era is popular with mass culture, their features of prominent civilians and entertainment fit the psychological demands of urban audiences. In this paper, comprehensive analyses have been presented in considering forms of expression, the reality and the rationality of those programs, and reflecting on the alienation of the self-made programs, and then putting out strategies and recommendations for sustainable development in conclusion.
