In the international competetion ,the national propaganda all serve for their own national interests and ideology. Even so ,the difference between China external propaganda and Western countries is great .This article taking the report on 2007 Chinese National People's Congress and the Chinese Political Consultative Conference as a example ,reveals that :China daily inclines to monomallous reproting strategy, highlights dominant ideology and its political tendency while New York Times inclines to objective reporting format ,the political tencency is obscure in appearance though the ideology exists.All these difference originate and reflect the different communication theory,the ideology, the media philosophy, the operating mechanism and the deep-seated politics and culture.With the new features of world communication , As far as the propagande effect and western audiences who are different in the mode of thinking and accepted practices is concerned, Chinese international communication should adopt more advanced reporting techniques and format to serve for our own national interest and ideology.
