As the Near Space area is gradually drawing the attention and becomes the hot spot of many countries in the world, along with the rapid development of space technology and information technology in China, The development of many kinds of space equipment system will make the Near Space Information Resources (short for NSIR) more abundant, Then the importance of access control to NSIR is becoming increasingly prominent. However, the study of NSIR is still at the initial moment, it is of great significance to bring out a safe and effective access control method to ensure the resources usage based on its characteristic.This paper firstly analyses the concept of NSIR and the organization of incorporate joint application in the future, then brings out the requirement of access control. Through the analysis of traditional DAC,TBAC and so on, puts forward SPAC. By importing the Continuity of access control and utilizing the subject's historical preference knowledge, it provides the service of Real-time and active access control during the operation process.Referring to the multi-level and hierarchical characteristic of NSIR, There presents the definition,components and the control process when designing the model. It gives the formal description to basic elements,relation mapping and constrain rules.During the realization of technology approach design, it analysed the access control frame design in the single environment, then extended to the holistic frame in the incorporate joint environment. It studied the components of preference reasoning all levels and its process, discussed the LDAP,ontology,Jena and so on. There is a detailed design for user safety information,preference knowledge base and so on.When realizing the application example of the SPAC model, There is a visual description for the function definition,running flow of archetypal system, by using UML tools to build the use case diagrarm,activity diagram and sequence diagram . Finally, based on the J2EE platform and utilizing the technology introduced above, it fulfilled the archetypal system and made the basic usage.
