Along with the development of the department and business, the old Railway Communication Business Diagnosis System has no longer satisfied the request of railway communication market. A more perfect and stronger work platform is urgent needed to set up, so as to enhance statistical analysis ability, simplify the complicated operation, manage the railway business information more reasonable and quickly, make the work fulfil the new demand of railway business, such as railway business management, service, GSM-R, business expansion, and adapt to development of railway construction. So, the new Railway business MIS system has to be builded. The subject of Research of Railway Business Communication Platform originates in the new Railway Business MIS system. It provides an information communication and share platform for Railway business department, so that the new technology and resources can be shared, the work problem can be discussed and resolved.The Research of this paper which bases on ASP.NET platform, using C# language, supported by Oracle Database, combines Web2.0 core technology with the characteristic of railway business. Both diverse and highly effective communication methods provide the technical support to raise the working efficiency, configure resource reasonably and improve the staff professional quality. The primary achievements are as follows:In the paper, firstly the origin, the intention and the meaning of the task are introduced, and the informationization present situation is analysed. Secondly, the paper presents the academic base and technical support of system design, which are rationale of.NET Framework and Web2.0 core technology. Then, the function and flow design of every module are explained in detail according to the project demand. The frame design of the system, which based on B/S pattern of.NET Framework with three layers, is also explained detailedly. At last, the application of related Web2.0 technology in communication platform is studied emphatically, which includes Blog, RSS subscription, Tag technique using in personal work Log, how to set up Hybid P2P network model and realize file sharing function with DHT search algorithm, and the implement process of demonstrating the online friends, transmitting immediate messages and files, which contain in the functions of immediate communication tool using IM technique.Presently, the initial period of the developping work has been accomplished. During the phase of tentative course, the system has met the new demand of railway business. The performance is stable and all kinds of the targets meet the design requirements.
