| This paper focus on the construction purpose, the construction principle, as well as the organizational structure of the district and county governments emergency manage information system (DCGEMIS).Through the particular analysis of the ECGEMIS, the construction project is designed, which follows the principle of moderate investment and attention actual effect.First it is described the composition of the DCGEMIS. Then the main content is explained and the connection diagram is simply introduced. The DCGEMIS is mainly composed to transmission system, network system, server system, communication dispatch system, video frequency supervisory system, video frequency conference system, mobile command system, display system, satellite communication system, safety system, emergency direction information management system and so on. It is described the system principles of every sub- system, system composition, system function, realization technology method, as well as the connection way between the equipments and so on in detail.In this paper, it is mainly described how to construct the integrative transmission government affairs network by using the CWDM technology under the premise which ensures the emergency system security. The technology makes the emergency system and other application systems running in the identical government affairs network. It also introduces the supervisory system which adopts different way to transmit video signals, for example: how to connect the analog signals system with the compression digital signals, and also has no unsafe affect on the two sides. How to set up connection between the video conference system of different brands, is given in the paper, which ensure the safety of each network. Finally, we list a lot of experience of the design and development to the preplan management information system, especially list a particular narration to how to optimize the design tool of the preplan management information system. |
