Research On Maintenance & Management System For Facilities On Freeway Of Jilin Province

Freeway has become the indispensable transportation passage for the economic circulation of the country with big transportation capacity and high efficiency because of the outstanding predominance which is high speed, high efficiency, safety and comfort. It's the inevitable result with the development of society economy, and it's developed with the development of automobile industry and government, economy and military affairs of the whole society.Up to now, 250,000 kilometers freeway have been build by more than 80 countries all over the world. The freeway in our country begins late, but develops fleetly. By the end of 2005 the total mileage of freeway in our country had reached 350,000 kilometers ranking the second in the world.Jilin province is situated in the field of middle latitude on the Northern Hemisphere, and on the east of Eurasia. Seven freeways have been build since that the freeway of Changchun to Siping had been used in 1996. The total mileage has reached 547 kilometers. The freeway meshwork with the center of Changchun has formed by and large.As constructing and improving of freeway network in Jilin Province, the demands of traffic management information system becomes higher. It has become the focus of the freeway management that maintaining and managing freeway to ensure its efficient operations, managing cost-effectively of existing facilities and further improving the freeway service level at the same time by computer technology, communications technology and other advanced technologies.Maintaining & managing system of facilities on freeway involves a wide range of topics, including communications, power, pipeline and other related facilities, it is an integrated system. At this stage, maintenance and management of freeway facilities in China remain in the stage of the account management, positioning information, spatial distribution, operational status , etc of facilities has not yet incorporated into computer management areas. The traditional MIS system is unable to effectively carry out the spatial information management, geographic information systems technology (GIS) provides a powerful tool for spatial information management. Spatial and attribute information of facilities can be integrated organically by GIS technology, thus to manage facilities through intuitive, image and precise manners.Maintenance and management of freeway facilities in Jilin Province has been established in the thesis, it is standardizing, practical, as well as extensible. The research is mainly foused on several aspects as follows:1) Management means of freeway facilities at home and abroad have been analysed, problems existing in the process of maintenance and management system of facilities in China at this stage have been summed up, and the solution for system was proposed which is based on GIS as a platform.2) Key technologies have been analysized existing in the process of maintenance and management system of facilities based on GIS as a platform. in view of the technical merits in the application, corresponding technologies of development have been selected. Based on the actual needs, the function of the system have been identified, and the demands of performance, security, interface, expansion etc have been proposed.3) According to research results and actual demands, the overall goal of system has been proposed. the principles on building system has been set forth, the overall structure of the system has been proposed; Finally, the security of the system has been designed.4) The module functions of maintaining and mangementing system of facilities on freeway in Jilin province have been designed that include basic data management subsystem, freeway resources management subsystem, maintenance management subsystem, maintenance and management subsystem for operation, statistic and analysis subsystem, maintenance and management subsystem for system.5) The hardware and software needed in the development of maintaining & managing system of facilities on freeway have been selected and configurated. The system management function module has been developed from the points of view such as user management, functional management, log management and so on. At the end, the interface have been designed from two aspects of C/S structure and B/S structure, and procedures have been developed, and the system has been achieved.The establishment of Maintaining & managing system of facilities on freeway in Jilin province achieves effective organization and management of various types of data in facilities management, improves the efficiency in the use of information and management level, reduces the cost of management, and promote the modernization, informationization and scientific decision-making of Maintainence & management of facilities on freeway in Jilin province. That is adapt to the development demands of the times, change the current traditional and backward mode of management, and achieve the high-speed transmission, operation, maintenance and management of information.
