According to the high accuracy, complicated rules, mobility and discretization of traffic information system, by means of Web GIS, the times demand of traffic information can be realized, and the application of Web GIS in traffic area have got more attentions from related researchers and developers. To meet the needs of times, the publicity of Shenyang by means of web is a demand from public and needs to be public welfare. We began the research and development of Shenyang Electronic map from Shenyang generalization, social development, invest environment, traffic facility, traveling resources, scientific technology and education, culture and sports and sanitation and public information, etc. this article targets on Shenyang traffic net work due to the limited time. Web of Shenyangbus (http://www.shenyangbus.com/) only realized the publication of public traffic information, is only a Web-T. the dynamic query is based on C/S structure and stand-alone. To satisfy the dynamic query for outgoers to get the traffic information from any node and spot, this article concludes a new functional approach by means of JAVA and XML technology, and gives a Web GIS-T system structure, based on which developed a Web GIS application system of Shenyang public traffic change transfer, combining ArcIMS , in combination of related theories of distributed GIS software system structure based on the summary of limitation of traditional Web GIS in data sharing,data transmission and data safety.The fast outgoer information service based on internet has become a new trend to supply traffic information service for every big city of national and abroad. But the traffic information service between domestic web site and web site abroad is very big in such as credibility, real timing, scare information service content, etc.The essence of this phenomenon is due to low level of city traffic information, the scare traffic information resources and the lack of key technology of a successful traffic information service web site. So, targeted on the building of a successful traffic information service web site of Shenyang, by the referencing the good web site of traffic information service domestic and abroad, this article is trying to resolve these problems as below:1)Systematical analysis of main body of web traffic information client and the information demand content.2)The web traffic information service content and the form of this kind of service.3)The organizing mode and the storage managing pattern of traffic information based on internet.WebGIS-T can let public know traffic information by the large screen, touch query or internet publication such as the newly policy, traffic status and related spatial information query and bring convenience to public. this kind of research can realize city information indexing and traffic query of Shenyang based web. So, how to assimilate the newest theory and results of domestic and abroad , to draw on the good wisdom of masses and to realize the electronic map query system of Shenyang have big theoretical significance and practical values to the building and development of Shenyang city.We adopt Browser/Server distributed calculating mode to be the desktop for WebGIS application and development. And the research places the internet access of attribute database as an important point, to make a perfect integrity of attribute database and spatial database, static database and real-time database. For the ultimate client, this system provides a fast, cheap method to access geographic information. ArcIMS is a ideal WebGIS desktop, so this research adopts it as the collection and publication desktop of Shenyang electronic map query system. The functionality of Web server is the key part to WebGIS service, especially under the circumstance of high visiting rate. ArcIMS can support many web servers. As a prototype, Microsoft IIS has been chosen. For database, the not-so-expensive Microsoft SQL Server2000 with a medium application has been chosen..This system bases on Shenyang traffic map, select and add traffic facilities, related buildings, on-the-spot information, related traffic running and traffic managing element data materials to build a complete city traffic geographic information dataset(related geographic element data and attribute information need). According the practical demands, the electronic map data are layered for system to maintain, display, analyze, control directly and high efficiently, to realize the basic geographic element managing mode of information system. This system can realize the basic functions of electronic map, Traffic information query and city information query. It also realizes self-defined interface targeting the demands of outgoers, combining the theories and methods of Web GIS development and field knowledge of public traffic route dynamic query together, which make up the complexity and unrealization for an unprofessional to use ARCIMS self-bound default query procession and create convenience for public to use.
