Picture Archiving and Communication System (shorted for PACS) is one of the focuses which is concentrated by modern scholars, medical executives, leaders of the hospitals and the departments of pictures, so it is developing very well in China. This paper focuses on developing PACS of hospitals in Chinese army, especially directing how to apply the PACS in individual hospitals practically. This paper deals with the following contents: 1. The Development History of PACS: The concept of PACS was formed at the early 1980s, and there were two main elements to establish PACS: One was the equipment of digital picture, i.e. pictures could be achieved from the equipment of test, such as CT equipment. The other was the development of computer techniques, which could make the storage of digital information, communication and illustration come true. By mid-1990s, the establishment of stations of computer pictures and the development of the techniques of network made the PACS price lower. In the late 1990s, with the improvement of the computers and the speedy development of network, PACS could be accepted by more hospitals. 2. The Development of Hospital Information System (shorted for HIS) in Chinese Hospitals: Recently, HIS is built by most large and medium hospitals in China. PACS and Radiology Information System (shorted for RIS) have been applied in large hospitals in China, such as the Southwest Hospital of the Third Army University, and FuZhou General Hospital of Nanjing Army District has applied PACS on the whole. 3. The Characteristics of PACS: (1) Applicable: This system should apply advanced and mature techniques, which should adapt to the concrete situations in hospitals. (2): Secure: It should make the system run steadily, with the perfect secure measures and power management. (3): Advanced and Standard: The frame of the system should be reasonable and advanced, and it should match with international standard of DICOM3.0, including storage, print, query/retrieve and the joint of all the other HIS, PACS and LIS, only with the integration of RIS and HIS, the picture information of PACS can be used thoroughly. (4): Economical: Compared with the western developed countries, the economic abilities in most Chinese hospitals are weak, so economical character is an important item. (5): Combined: The purpose of building PACS is to share the picture information, and transform the standard of the equipment to non-DICOM picture equipment. (6): Opening: In view of the application of techniques and equipment at the same time, the software and hardware platform in this system should be opening and extended. (7): The screen is very good. It is used favorably, and it has the powerful function to deal with the pictures later. 4. The Function of PACS: (1): The Function of Dealing with Pictures: It can show the relative information such as name, age the models of the equipment, etc. (2): The Function of Measuring: It can provide the figure of ROI, length, square, etc. (3): The Function of Management: It supports the spread of pictures, at the same time, it provides the patients'pictures and reports in different periods. (4): The Function of Distance Medical Curing: It supports the sending and receiving of picture data. (5): The Function of the Installment of System: It shows the words in the large or small scale, etc. 5. The relationship of HL7 and HIS: HL7 is an industrial standard. Its main purpose is to develop medical information system and test standard of electronic data. HL7 supports the modern mode standard such as ICD-10. 6. The Standard of DICOM3.0: DICOM is the shorted form of Digital Imaging Communications in Medicine. Its application is about digital picture. DICOM can be interpreted into the common standard of Digital Imaging Communications in Medicine. 7. The Relationship of HL7 and DICOM: HL7 and DICOM are one part of information system, that is ISIS (Information System -Image SYSTEM).ISIS is a public reflection of HL7 and DICOM in the real world. 8. ICD-10: It is the category of international diseases. Since 1983, after about 10years hard work, ICD-10 was finished during 1992 and 1994. 9. IHE: It is the shorted form of Integrating the Healthcare Enterprise,and it is a propaganda to develop the modern healthcare information. The sponsor is Healthcare Information and Management System Society (HIMSS) and Radiological Society of North America (RSNA). This Paper mainly concentrates on the following items: 1. The Combination of PACS and HIS/RIS: It includes the change of the patients'information, the acceptance of the picture data, the application of test management, the work list of test equipment and the acceptance of the test report. 2. The Design of PACS: It includes the general design, the reality of the frame, the key techniques of PACS, and the design and reality of information exchange system. 3. The Application of JPEG2000 Standard of Compression in PACS: One of the core techniques of JPEG2000 is DWT, and another is EBCOT (Embedded Block Coding with Optimized Truncation). The standard of DICOM3.0 supports JPEG2000. 4. Storage and Management of PACS: It includes the sources of picture data, the requirements of the storage system, the distribution of picture data, the format of picture storage and the methods of keeping the data for a long time. In conclusion, the author discuss the security of the network in hospitals, network security principle, physical security and day-to-day management, operating system and application system security management, network system security management and so on.
